Rick Mattox is a gun for hire, hired by OmniCorp. He's loyal as long as the paychecks don't bounce, and right now, OmniCorp's paychecks are still good. He's their head military tactician and advisor--not a job he'd have gotten unless he really was that damn good. And he likes his job. As in, he really likes his job. He deploys, along with hundreds of ED 209s and EM 208s, into dangerous conditions, warzones and urban pacification missions, all the rough shit. And his bots--his guys--work beautifully.
It probably says something about Mattox that he gets along best with machines that can't talk back.
Extremely cool in combat situations, Mattox is possibly a borderline psychopath--he certainly doesn't seem overburdened by a conscience--and like a psychopath, becomes fixated on the one thing he thinks is a threat to what he enjoys in life: the RC-2000 program. The robots work perfectly, as he states, and putting an organic into the mix just messes things up. And thus a beautiful grudge was born.
Mattox is also short and physically unimposing, which he definitely tries to make up for. In short (...?) he's a short, violent, unpleasant little prick. He's just got the balls and the high caliber weaponry to back it up.

Mattox is possibly not dead. Though he was shot in the end of the film it was a) by a small caliber handgun wielded by Lewis, and b) he was shot in the back, where his exosuit has a lot of plating.
